Seventh Coast Guard District Auxiliary Policy Directive AD-01.2

Subj: D7 DIRECTOR OF AUXILIARY DIRECTIVES PROGRAM

1. PURPOSE. This directive provides the policy and guidance to Auxiliary members in the Seventh Coast Guard District concerning the implementation of the Director of Auxiliary (DIRAUX) Directives program.

2. ACTION. All Auxiliarists in the Seventh Coast Guard District shall comply with the contents of this Directive. All applicable DIRAUX Directives are available on the D7 Help Desk site at http://helpdesk.uscga-district-7.org/. All source documents are maintained in the DIRAUX office.

3. DIRECTIVES AFFECTED. Seventh Coast Guard District Auxiliary Policy Directive AD-01.1 is cancelled.

4. DISCUSSION.

a. To clearly define Administrative, Member Training, Operations and Aviation procedures and policies within District 7, DIRAUX will issue Directives as outlined below. Directives are designed to clarify policies and procedures outlined in references (a), (b) and other applicable publications. Additionally, these Directives will provide District 7 specific policies and procedures but are not intended to duplicate policies and procedures outlined in other publications.

b. Numbering System:

(1) There are four types of Directives separated into Administrative (AD), Member Training (MT), Operations (OP) and Aviation (AV).

(2) Directives will be numbered consecutively starting with (type)-01. For example, AD-01, AD-02, MT-01, MT-02 etc…

5. PROCEDURE: The Director updates Directives whenever there is a change in policy or procedure. The DIRAUX staff review and update, if necessary, at the end of each fiscal year. Appropriate District Staff Officers (DSO) shall notify the Director of changes in their program requirements through the District Chief of Staff (DCOS). The DCOS will obtain the concurrence of the District Commodore (DCO) prior to making any recommendations to the Director. 6. ENVIRONMENTAL ASPECT AND IMPACT CONSIDERATIONS.

a. The development of this Instruction and the general policies contained within it have been thoroughly reviewed by the originating office and are categorically excluded undercurrent U.S. Coast Guard categorical exclusion (CE) # 33 from further environmental analysis, in accordance with Section 2.B.2 and Figure 2-1 of the National Environmental Policy Act Implementing Procedures and Policy for Considering Environmental Impacts, COMDTINST M16475.1 (series).

b. This Directive will not have any of the following: significant cumulative impacts on the human environment; substantial controversy or substantial change to existing environmental conditions; or inconsistencies with any Federal, State, or local laws; or administrative determinations relating to the environment. All future specific actions resulting from the general policies in this Instruction must be individually evaluated for compliance with the National Environmental Policy Act (NEPA), DHS and Coast Guard NEPA policy, and all other environmental mandates.

7. RESPONSIBILITY. The Director will maintain Directives and make changes based on recommendations from the DCOS.
