Subj: ANNUAL FINANCIAL REPORTING REQUIREMENTS

1. PURPOSE. To provide policy and guidance to all Auxiliary members in the Seventh District concerning the annual financial reporting requirements.

2. ACTION. All Auxiliary elected officers, District Staff Officers, and Auxiliarists in the Seventh Coast Guard District shall become familiar with and follow the guidelines contained in this Directive.

3. DIRECTIVES AFFECTED. Seventh Coast Guard District Auxiliary Policy Directive AD-13 is canceled.

4. PROCEDURE.

a. Division Commanders, Flotilla Commanders, President of the Past Captains/Commanders Association and District DSO-FN are responsible for submitting an annual financial report to the Director of Auxiliary on the ANSC 7025 form - Financial Reporting of an Auxiliary Unit. The front of this form is used to summarize all Flotilla or Division funds, in and out for the calendar year. The back of the form details Flotilla or Division owned property as well as that loaned to the flotilla or division from the Coast Guard.

b. Funds are defined as monies received or disbursed as dues, course registration fees, sale of Public Education text books, etc. Any irregularities revealed by the financial report shall be reported to the District Commodore and Director of Auxiliary.

c. If a Flotilla, Division or President of the Past Captains/Commanders Association fails to comply with these procedures, the District Commodore may authorize an audit. The DCO, after an audit review, may recommend other action deemed appropriate.

d. Flotilla Commanders, Division Commanders, President of the Past Captains/Commanders Association, and District DSO-FN submit a scanned copy of their unit annual financial report (ANSC-7025), signed in blue ink, to the Office of the Director of Auxiliary by electronic mail via the Auxiliary Affairs Specialists by 1 February of each year. e. In addition, Flotilla Commanders and Division Commanders and the President of the Past Captains/Commanders Association shall forward a copy of their annual financial report (ANSC-7025) to their respective chain of command as described below by 1 February of each year.

(1) Flotilla Commanders shall forward a copy of their unit annual financial report (ANSC-7025) by electronic mail to:

(3) The President of the Past Captains/Commanders Association shall forward a copy of their unit annual financial report (ANSC-7025) by electronic mail to District Commodore.

f. All signatures are required on side one of the form, including that of the Finance Officer and Flotilla/Division Commander for the year being reported as well as the relieving Finance Officer and Flotilla/Division Commander, even when they are the same people.

g. Side two of the ANSC-7025 form is very important and must be completed in its entirety. There are three sections. The top section lists the items and date acquired for significant items bought by the flotilla or division. This is typically computers, projectors, trailers, as well as real estate and stocks or bonds. The middle section lists the items and date of those items donated or contributed to the flotilla or division. The bottom section lists those items and the date of items lent to the flotilla or division. These are typically cold water survival gear, life jackets, life rings, SAR vests as well audio visual equipment lent.

h. This side of the form is signed by both the current and relieving Flotilla Commanders or Division Commanders as well as the Materials Officers.

5. ENVIRONMENTAL ASPECT AND IMPACT CONSIDERATIONS. Environmental considerations were examined in the development of this directive and have been determined to be not applicable.

6. FORMS/REPORTS. The most up to date forms can be found online at forms.cgaux.org.

7. RESPONSIBILITY. The Director will maintain Directives and make changes based on recommendations from the DCOS.
